are international standards in place for arms procurement between countries.

Africa should confiscate the funds and send to their national treasury after
investigation proves it to be fraudulent.

To be a comedian or in show business does not mean you have to be an idiot to the point of reigning insult on the person of CAN President for a matter you do not have proof that he was involved. Do your investigation first before commenting, this is not another comedy.
